Project Description
The project involves the strategic expansion of DAE Limousine Luxury Cars Transport L.L.C., a premier mobility operator in Dubai established in 2022. Unlike traditional operators that offer inconsistent service with tired vehicles, DAE provides a "European Standard" of luxury transport, filling a critical gap in the VIP market. The expansion focuses on deploying a high-volume commercial engine using GMC vehicles, designed as a turn-key solution for driver-owned commercial assets. This model capitalizes on the massive demand for driver ownership programs while maintaining a premium fleet of Mercedes-Benz EQE & EQS vehicles for VIP clientele.
Project Objectives
Market Leadership: To become the leading sustainable luxury mobility operator in the GCC, aligned with the UAE Green Mobility 2030 agenda.
Operational Excellence: To elevate Dubai's mobility standards using a 24/7 two-driver rotation model and AI-powered management to ensure absolute consistency and maximum availability.
Driver Empowerment: To capture a massive market segment by providing a solution for driver-owned commercial vehicles, securing driver commitment capital as instant revenue.
High-Yield Performance: To maintain a fleet utilization rate of at least 95% and achieve a projected Debt Service Coverage Ratio (DSCR) of 4.6x.
Services Provided
VIP Transport: Delivering seamless, high-end mobility for embassies, corporate offices, and luxury hotels.
Commercial Fleet Deployment: Immediate, asset-backed deployment of GMC commercial vehicles to meet driver ownership demand.
Global Procurement: Sourcing vehicles from multiple global markets (U.S. and China) to secure premium EV models at significantly reduced costs compared to local retail.
Financial Structuring: Coordination of revolving credit facilities and collateral management through Velluto Financial Brokerage.
Revenue Diversification: Utilizing dual RTA licensing (Limousine and Rent-a-Car) to maximize revenue through partnerships with Uber, Careem, and other aggregators.
Project Timeline
Current Status (2025): Operational fleet of 108 vehicles, fully RTA licensed, with a 100% compliance record.
Phase 1: Immediate Expansion (Next 3-4 Months): Rapid deployment of 150 new vehicles and an immediate drawdown of AED 2.5 Million to deploy the initial tranche of GMC vehicles.
Phase 2: Growth Targets (2026): Achieving an operational fleet of 258 vehicles with 40% Electric Vehicle (EV) penetration.
Phase 3: Long-Term Vision (2029): Expansion into Abu Dhabi and the Northern Emirates, targeting a 60% electric fleet and launching an EV-leasing division.
Budget Estimate
The project seeks a revolving credit line for commercial vehicle purchases, secured against the assets.
Initial Tranche: AED 2,500,000 for the deployment of the first 10 GMC vehicles.
Total Portfolio Value: The combined fleet (existing and new) represents an estimated market value of AED 45,000,000.
Projected Cash Flow: Annual operating cash flow is projected at AED 40.8 Million for a 150-car fleet.
Key Project Team
Leadership Team: Led by Dmitry Alipov (Co-Founder & CEO) and Aleksandr Polevikov (Co-Founder & Fleet Managing Director), bringing over 7 years of international fleet management expertise.
Financial Partner (Velluto Financial Brokerage): Led by Denis "Donovan" Scvortov, acting as the institutional financial partner and governance advisor to ensure lender compliance.
Operations: Supported by a full team including Natalia Sheremetova (Accounts Head), Ma. Janize Tamayo (HR Manager), and Izzat Bekchanov (Service Manager).
Additional Features
24-Hour Model: A standardized two-driver rotation ensures continuous order flow and maximizes asset utilization.
Strategic Sourcing: Vehicles like the Mercedes EQE 350 are chosen for their eligibility in the "UberLUX" category, generating significantly higher daily revenue than competitors.
Robust Security: The loan facility is secured by VIN-registered vehicles (primary collateral) and cross-collateralized with the existing fleet.
Trusted Partnerships: The company serves a diverse clientele including Rotana, ENOC, and major ride-hailing platforms like Uber and Bolt.
